Seniors Care Grant Applications are Now Open

Applications for the Seniors Care Grant are now open.
The Seniors Care Grant aims to help low-income seniors with the cost of household services (like lawn care, snow removal, grocery delivery, transportation, small home repairs and phone service) and healthcare services (like physiotherapy and mental health support). Earlier this year, it was expanded to include more services and provide a one-time $250 emergency heating grant to eligible seniors.
The heating grant will be available to all eligible Nova Scotians 65 and older, including people who have received the Seniors Care Grant and the Heating Assistance Rebate Program in the past year.
Seniors will be eligible for up to a maximum of $750 this fiscal year.

Disposal of Surplus Property – Unopened Streets

Per Municipal Government Act (MGA) Section 315 that speaks to Street Closures, and the Town of Shelburne’s Council Disposal of Surplus Property Policy, Section 1.a), the Town of Shelburne may sell property when the property has been deemed surplus to the needs of the Town, in this case, such that no long-term use has been identified for the property.

Streets are defined (in the MGA, Section 307) as “… a public street, highway, road lane, sidewalk, thoroughfare, bridge, square and the curbs, gutters, culverts and retaining walls in connection therewith”.  For King Street, Water Street, Falls Lane and Ohio Road, the public width owned by the Town of Shelburne is 80 feet wide.  For all other Streets/Roads, it is 60 feet across and for Lanes, it is 30 feet across.

Through direction from Council, the Town of Shelburne will be closing all yet-to-be-opened streets and will dispose of them in the following manner:

  1. first, in the case of a home or building fully or partly sitting on an unopened street (likely built many decades ago), the opportunity to buy that unopened street will be offered to the owner of the building.  The price will be the same as if no home or building was there, plus they will pay the cost of surveying and the administrative fee for the sale.
  2. second, the Town will offer the next-door property owners a chance to buy the unopened street for the same price as quoted in a. above.  If both property owners on opposite sides of the unopened street wish to purchase it, then the unopened street will be split into two, for the length of their property.  This newly acquired land will be required to be incorporated into the purchasing owner(s) property.
  3. if the next-door property owners are not interested in purchasing the unopened street, then the unopened street will be sold as a separate piece of property to any valid purchaser through an Expression of Interest (EOI) method. This EOI will require the purchasing party to build an approved structure(s) per the Land Use By-Law and zoning, within a specific time frame.  As is with all property, hook up to sewer is required but water hook up remains optional, if available.

Phase 1 of this project will include all unopened and Town owned streets from Elliot Street on the East, South Street on the South, Shelburne Harbour on the West, and Albert Street on the North (one street north of Glasgow).  The process will set aside unopened streets in part a. above and begin with next-door property owners that have already registered an interest in an unopened street/road. We will then systematically process the remaining unopened streets thereafter before the next phase will be considered.

This will allow those that are interested in expanding their properties, a first right of refusal.  The expectation is that this will lead to additional housing for the community in a time when housing options are extremely limited. Economic development cannot be successful without increasing housing capacity.

Although not required by the MGA as per Section 315 (1) (b) (ii), a public hearing will take place on Monday, September 19, 2022, at 5pm in the Community Centre (63 King Street, west door) to allow questions and concerns to be raised by Town of Shelburne citizens/taxpayers, and potentially reflected into this project parameters.

Roseway Manor-Announcement

TRANSFER OF OWNERSHIP OF ROSEWAY MANOR – NEXT STEPS

 

Since our spring announcement on the decision to replace the Municipal Corporation’s ownership of Roseway Manor, the Nova Scotia’s Department of Seniors and Long Term Care was asked to facilitate finding a qualified and experienced operator for Roseway Manor. The province invited local, qualified, for-profit AND non-profit service providers to submit proposals to operate as well as eventually replace and/or renovate the facility. The timeline was extended when an additional local organization asked to be considered as a potential operator and their submission was reviewed along with eight others.

The province utilized the Expression of Interest approach to ensure a timely and smooth transition to a qualified and experienced operator for residents and their families. Residents and their families are, and will always remain, the number one priority for the province, the municipalities, the Board of Directors and the staff of Roseway Manor.

We are most pleased to announce that the Department of Seniors and Long Term Care have advised us that the successful proponent is MacLeod Group Health Services.

MacLeod Group is the current owner and operator of Surf Lodge in Lockeport in addition to 11 other locations throughout the Maritimes. The company presently employs over 1,000 staff who care for over 640 residents. All of their facilities are in smaller communities, creating and retaining sustainable employment, that also contributes to the well-being of their communities. This aligns perfectly with one of the key priorities of the Board of Directors and the three municipalities. As the new operator of Roseway Manor, the MacLeod Group will report to the Board of Directors until such time as the ownership is transferred.

Residents, and their families, can expect the same quality of care, programs and services already being delivered by the caring staff of Roseway Manor. MacLeod Group is committed to continuing this focus, further investing in the education and training of staff, and ensuring safe, healthy living and work environments for all at the Roseway Manor. They are also committed to honouring all employee relationships with the excellent staff members who provide such quality care on a day-to-day basis to ensure as seamless a transition as possible.

Veterans Memorial Banner Program

The Town of Shelburne Introduces Veterans Memorial Banner Program for 2022

The Town of Shelburne is joining nearby municipalities in offering a program to commemorate local veterans in a respectful and vibrant way. As such, the Town is proud to introduce the Veterans Memorial Banner Program this year. This program allows families and friends of veterans to have these heroes honoured with a full colour banner that will be displayed along King Street for the weeks leading up to Remembrance Day.
The Veterans Memorial Banner Program has been a true success in dozens of communities across Canada and Shelburne is proud to join in the spirit of remembering our veterans in this unique way. For 2022, there will be only 15 banner spots in the Town of Shelburne as we introduce the program, ensuring a high-quality process and results. If there are more than 15 applications received in the set timeframe (see below), applications will be selecting randomly. We do anticipate this year’s program to be positively embraced by the community and will likely add more locations in future years for those not selected this year.
For those families interested in this program, please note the following:
• Banners will be placed on light standards along King Street near the Cenotaph.
• The banner size is 24”x 36”, double sided.
• The veteran’s name, photo (if available) and service details will be displayed on the banner, along with the families’ name (if requested).
• The Town of Shelburne will store the banners and reinstall them up annually for three consecutive years then return the banners to the families before December 2024.
• The cost for the banners will be $300.00 including all taxes. Any remaining funds will be donated to the Legion.
• Applications can be found online at https://www.shelburnens.ca/departments/forms.html or at the Town Office between 9am-2pm. Applications will be accepted until 2 pm on Tuesday August 2nd, 2022.
• Selected applications will receive notice by the end of that day and will need to submit pertinent information and make payment by no later than Monday, August 8th, 2022, to meet production timelines.
